Roswell is the place to be this weekend. The Roswell Arts Festival turns 60 on Saturday and Sunday, and it's still free, still on the City Hall lawn, and still the one festival around here where you can actually park on site. My wife has already told me we're going Saturday morning before the food truck lines get long. I've been told to bring the wagon.

If art booths aren't your thing, James Taylor plays Chastain Park Friday night. That's a five minute drive for a lot of you, and he's doing two nights, so Friday fits a weekend better than the Thursday show. We couldn't swing tickets this time and I'm a little bitter about it, mostly because Chastain in September is about as good as an outdoor show gets in Atlanta.

Sunday afternoon the Chattahoochee Nature Center does its Back to Your Roots Farm Fair from 12:00 to 4:00 PM, with farm animals and garden tours included with regular admission. We're probably doing the farm fair, then grabbing an early dinner at a Peruvian spot in Sandy Springs I've been meaning to tell you about. The ceviche is the reason.

One thing to read before the weekend: Roswell is proposing a big jump in the city property tax rate, and there are two public hearings left. Details below, along with a Dunwoody lake house to guess the price on and an orange cat named Scotch who has strong opinions about boxes.

This festival started in 1966. Sixty years. That's older than the City of Sandy Springs, older than the Perimeter Mall, older than most of the trees in your yard. It's a juried show, so every painter, potter, jeweler, glass and wood artist on the City Hall lawn had to earn the spot, and the money it raises goes back into Roswell's parks and historic sites.

Here's what a Saturday looks like. Park at City Hall (free, which is unheard of for a festival this size), wander the booths, and let the kids do the free painting and spin art while you eat something from a food truck.

Then find a spot on the grass for the stage. Roswell High's orchestra and chorus play at noon Saturday, HYDRA FIGHTER comes on at 2, and Sunday brings Bruce & The Peoples at 1 and the Centennial High orchestra at 4.

Leashed dogs are welcome. Canton Street is a short walk if you want a real lunch. Sand art, face painting and balloon animals carry a small fee, and everything else is free.

Sixty years in, this is the weekend Roswell throws its own party. Go Saturday for the energy, go Sunday for the deals, but GO.

This is the spot in the shopping center on Roswell Road that you've driven past a hundred times without going in. Do the thing.

It's Peruvian food with a Cuban side and a few Japanese touches, and it punches well above what the strip mall suggests. Good for a date night, good for a table of six, and the lunch menu makes it a real weekday option.

Start with the traditional ceviche, $23, grouper cured in house-made leche de tigre with sweet potato on the side. It's the dish people mention first in review after review, and it's the reason we go.

My wife orders the lomo saltado, $28, steak stir-fried in the Peruvian wok and served over fries, and I usually can't stop reaching over for them. The Cubano is $17 and the bread is flown in from a Latin bakery in Tampa, which is a level of commitment I respect. If you're hungry, the Angus churrasco is $32 at dinner and $18 on the lunch menu, and the portions mean lunch tomorrow is handled.

Two heads-ups. Service can lag when the room is full, so this isn't the place for a 45-minute dinner. And the paellas take a full 30 minutes, so order the arroz con mariscos ($34) when you sit down, not after your appetizers.

Lunch runs 11 to 3 Monday through Saturday with plates in the $15 to $18 range, and there's a full bar with a proper pisco sour.

Homecoming season is here, which means somebody in your house is about to need a corsage on short notice. The florist we call is on Roswell Road, it's been there since 1987, and when you dial the number a person who works in the shop actually picks up.

Owner Charley Brown is a second-generation florist who started at age 8 in her mother's flower shop in Florida. Almost 40 years later she still designs the wedding and memorial arrangements herself, and the reviews keep landing on the same point: she gets the details right on the days when details matter most. Flowers come in fresh each week, and what shows up at your door looks like what you saw on the site, which anyone who has ordered flowers online knows is not a given.

They do same-day delivery to Sandy Springs, Dunwoody, Brookhaven and Buckhead if you order before 1 PM on weekdays or noon on Saturday. The City of Roswell is proposing a 2026 millage rate of 7.732 mills, up from 4.949 last year. Mayor Mary Robichaux says the increase would raise about $18 million in additional revenue to cover long-deferred needs: road resurfacing, replacing worn-out vehicles, rising health insurance costs, and the last year of the shift to a full-time fire department.

What it means at the kitchen table: on a home with a $575,000 fair market value, the city says the bill lands around $1,778 in city taxes, with roughly $272 of that going to debt service. That's city only, not county or schools.

The first reading was Monday, September 14, and a town hall ran Wednesday night at Eagles Nest Church. Two chances remain to speak: a public hearing Monday, September 21 at 6 PM and the final reading and vote Monday, September 28 at 7 PM, both at Roswell City Hall, 38 Hill St, Roswell, GA. Bills are expected to mail in mid-October.

DeKalb County School District restarted its Student Assignment Project on September 1, this time focused on overcrowding in six clusters, including Dunwoody, Chamblee and Cross Keys. The work is tied to new and expanded schools opening between 2027 and 2029, which is a polite way of saying attendance zones are going to move.

The first public comment session for our clusters was September 3 at Chamblee High. The next two are Thursday, September 24 and Thursday, October 22, 6 to 8 PM, at Chamblee High School, 3688 Chamblee Dunwoody Rd, Chamblee, GA. Thirteen speakers per cluster get picked at random from the registration list, so sign up early if you want the mic.

If you can't make a meeting, the district has an online survey open and Community Advisory Teams with ten seats per cluster started meeting this month. If your kid's school is on the list, this is the year to pay attention.

On September 1, Sandy Springs City Council approved a $1.5 million contract for about 3,000 feet of six-foot sidewalk on the west side of Lake Forrest Drive, running from near Long Island Drive toward the Atlanta line. When it's done, the sidewalk nearly links Mount Paran Road to Chastain Park.

Nearly. There's a gap of four or five Atlanta properties plus the Lake Forrest Dam, and Council Member Andrew Chinsky is working with the City of Atlanta and the Chastain Park Conservancy to close it. Construction should start around November and run about 11 months, so expect lane shifts on Lake Forrest well into next year.

Council also approved about $480,000 for new sidewalk, curb cuts and two mid-block crossings on Northwood Drive just south of I-285.

Construction is under way on Caldwell, a five-story, 382-unit apartment building at 35 Glenlake Parkway in Sandy Springs, just west of SR 400 on the former UPS office site. California-based Kennedy Wilson is building it with Japan's Shimizu Corporation, and it's the firm's first apartment project in Georgia. Price tag: $139 million.

Units will average about 937 square feet with more than 17,500 square feet of amenity space. Demolition happened over the summer, and the first residents are expected in 2028. Add Solis Sandy Springs and Hillcrest, both opening in 2027, and the stretch between Glenridge and Abernathy is about to have a lot more neighbors.

Discover Dunwoody, the city's tourism and marketing arm, signed a lease for office space at High Street in Perimeter Center with the move wrapping up by the end of 2026. The new office will include a podcast studio for its Dunwoody Dialogues show, and CEO Ray Ezelle says local businesses and community partners will be able to book it too.

High Street's first phase brings about 150,000 square feet of shops and restaurants, 600 apartments and a central park, and HR firm TriNet is also taking about 150,000 square feet of office there. If you've been wondering when that corner of Perimeter starts feeling finished, this is one more piece.

He calls himself a sun boy. That's the phrase in Scotch's own listing, and it fits: an orange and white shorthair who finds the warmest patch of light in the room, stretches out in it, and waits for you to come sit down. He just turned four on August 31, so he's past the knock-everything-off-the-counter stage but nowhere near done playing.

The Furkids volunteers describe him as easygoing and treat-motivated, with a nose for whatever you just brought home. Your bag, the grocery haul, the one sunny spot on the counter. He rubs against you for pets, loves being brushed, and is completely obsessed with boxes and wand toys. Leave a delivery box on the floor and you've bought yourself an hour of entertainment.

His listing doesn't say much about kids, dogs or other cats, so ask the adoption counselor at the meet and greet. What it does promise is purrs, cuddles and a little mischief, which is about the right ratio for a cat.

Furkids adult cats are $85, and that fee covers a second adult cat too, so if Scotch makes a friend in the adoption room you can take them both. Fees drop 15 percent for seniors, military, first responders, nurses and teachers. Start with the online adoption survey, and a counselor will set up a visit within a few days. He's at the Furkids headquarters shelter in Cumming, about 30 minutes up 400, and visits are by appointment.

The Roswell Arts Festival gets the headline this weekend, but two miles east on Old Alabama Road there's a second free festival happening the same Saturday, and it's a very different afternoon. The Atlanta India Festival bills itself as one of the biggest celebrations of Indian culture in Georgia, and it's been setting up in Roswell for years.

The reason to go is the food. Vendors come in with regional dishes from across India, so this is your chance to work past the chicken tikka masala and try something from the south or from Gujarat that you've never ordered. The stage runs music and dance performances all day, there's shopping for handmade goods, and there's a family activity area that will keep the kids occupied while you go back for seconds.

Here's how we'd play it: arts festival in the morning while it's cooler, lunch there, then over to Old Alabama Road around 3 or 4 when the India Festival is in full swing and stay for dinner. It runs until 7, which is later than most daytime festivals bother with. Admission is free, but grab the free ticket on their site so they can plan headcount.

Every fall the calls start: somebody was driving Riverside Drive or Spalding at dusk, a deer stepped out, and now there's a repair bill in the thousands. Here's the part most people don't know until it happens. Hitting an animal is covered under comprehensive, not collision. If you dropped comprehensive on an older car to save a few dollars a month, a deer strike is entirely on you. And swerving to miss the deer and hitting a tree or a mailbox instead?
