City Springs is going to be loud this weekend, in a good way. The Blue Stone Arts & Music Festival runs Friday evening and all day Saturday, and it's free. Nicotine Dolls close out Friday at 8:30, and it's their last U.S. show before they head overseas.

We're going Saturday, but first we're hitting Spruill's Student & Instructor Art Market on Chamblee Dunwoody Road. It's 50 booths of glass, pottery and jewelry made by their students and teachers. I fully expect to leave with a mug I don't need. Then at the festival, my wife wants the artist market, the kids want a Kids Zone wristband, and I want a low chair on the lawn when Allen Stone starts at 8:30. Everybody wins.

Saturday should be dry and in the high 70s. Bring a hoodie for after dark anyway.

Sunday at 2 is the last performance of Les Miz at the Byers Theatre. If you keep saying "we should go," you're out of weekends. Students, educators and first responders can get $38 rush seats at the box office from noon (bring ID).

Over in Roswell, council votes Monday night on a city tax increase that started at 56 percent. It's down to about 19 now, and they can still change it. Details are further down, along with oxtail gumbo in Chamblee and a Brookhaven house to guess the price on. And meet Goldfish, a terrier who is very good in the car.

If you grew up here you remember the Sandy Springs Festival. This is that, rebuilt. The city took it over, moved it onto City Green and Blue Stone Road, and four years in it pulls more than 10,000 people over two days. Still free.

Friday is the warm-up. The artist market opens at 4, the Kids Zone rides fire up, and Pittsburgh's Squonk does its Joy Machine show at 4 and 6:30, a giant outdoor puppet thing where the kids in the front row end up running the show. At 8:30 the Nicotine Dolls close the night, and the band says it's their last U.S. show before an international tour.

Saturday is the big day. A Zach Bryan tribute at 1, a Bon Jovi tribute at 4, Squonk again at noon, 2 and 5, and the Sports Zone has food trucks and screens for the college games so nobody has to choose. Allen Stone, the soul singer with the Grammy nod, headlines at 8:30. Bring a low chair, no tents, and leave the dog home (the festival is a no-pets zone).

Parking: skip the garage. Park free at Lake Forest Elementary, 5920 Sandy Springs Circle, and ride the free shuttle. It runs Friday 3:30 to 10:30 PM and Saturday 10:30 AM to 10:30 PM. Century Springs off Hammond Drive is free too, about a 15-minute walk. The Kids Zone and artist market close at 8 both nights, so do those before the headliner.

Here's how we'd play it: run the Blue Stone 5K-9 at 8 Saturday morning ($35, dogs welcome, and it's a Peachtree Road Race qualifier), grab breakfast, come back for the market and the afternoon tributes, then hold a patch of lawn for Allen Stone.

Two days, two headliners, zero dollars at the gate. Sandy Springs throws one party a year like this. Go.

Jamie Adams spent years running the kitchen at Veni Vidi Vici in Midtown, and his parents were from New Orleans. Lagarde is his middle name and this is the food he grew up eating on family trips home to New Orleans. The AJC review said it pays homage to the spirit of New Orleans, which is a nice way of saying the gumbo tastes like somebody's grandmother made it.

Start with the oxtail gumbo, $17. Braised oxtail in a dark veal broth over jasmine rice, and now that it's finally cooling off at night this is the bowl you want. The shrimp po'boy is $21 and the bread comes in from New Orleans and gets griddled, which is the detail reviewers mention over and over. My wife gets the jambalaya, $25, and I go for the NOLA BBQ shrimp, $21, whole shrimp in Abita Amber butter with a baguette for sopping. Skip the diet that night.

Save room for the bombas. They're Lagarde's version of beignets, ricotta doughnuts with a bourbon glaze, and they go fast.

A couple of heads-ups. It's dinner only Tuesday through Friday, opening at 4:30, so this isn't a weekday lunch spot. A few reviewers found dishes under-salted and portions on the small side for the price. And it gets loud when the bar fills up, so book a patio table if you want to talk. The patio looks out over Keswick Park and they'll tell you it's the best in Chamblee.

Tuesday through Thursday oysters are $2 raw, Wednesday is half-price bottles of wine, and weekend brunch runs 11 to 3 with a $34 mimosa service.

It's cooling off, the kids are back in a routine, and you've probably got a stack of books you keep saying you'll read. Here's where to add to the pile. Atlanta Vintage Books has been on Clairmont Road since 1988, right on the Chamblee and Brookhaven line near I-85, and it holds more than 80,000 used, out-of-print and rare titles across 5,000 square feet and two floors.

Jan Bolgla and her husband, Bob Roarty, bought the store in 2007. Bob had spent 30 years in printing, Jan owned a graphic design company, and both were burned out. They saw an ad for a bookstore for sale and, as Jan put it, figured they'd regret it if they didn't go for it. Bob passed away last fall, and Jan keeps the store going. She credits him with making it as warm and welcoming as it is. When they took over there was a colony of feral cats outside, and they found homes for more than 40 of them. A few stayed on as shop cats over the years, so don't be surprised if one wanders over while you browse.

What you'll find: first editions, signed copies, leatherbound Easton Press and Franklin Library sets, a room of vintage magazines and newspapers, and a Georgia history section that goes deep. They do appraisals if you've inherited a box of old books and want to know what's in it, and they keep a want list if you're hunting one specific title. Film crews rent from them too. The books on Dr. King's shelves in "Selma" came from this store.

The reviews all land on the same thing: you get greeted, then left alone to browse for as long as you want. Sundays they open at noon.

Roswell first floated raising its city millage rate from 4.949 to 7.732 mills, about a 56 percent jump. That number didn't survive. On September 14, council voted 4-2 to move forward at 5.9 mills instead, about a 19 percent increase. The September 21 public hearing was held at that figure. Staff puts this year's capital needs at about $18.4 million, after subtracting a possible $5 million surplus.

Take the city's own example, a $575,000 home assessed at $230,000. At 5.9 mills, that works out to about $1,357 in city taxes before exemptions, up from about $1,138 at last year's rate. Council can still change the number Monday.

The final vote is Monday, September 28 at 7 PM in Council Chambers at City Hall, 38 Hill St, Roswell, GA. If it passes, bills mail in mid-October and are due about 60 days later. Monday is the last chance to weigh in.

On September 8, Brookhaven City Council voted unanimously to defer for 30 days an agreement with DeKalb County to build a new fire station on a 1.35-acre piece of Blackburn Park. Neighbors within 1,000 feet said they found out the morning of the meeting, and a Cambridge Park Civic Association member said the station never came up when residents met with city staff three weeks earlier.

Residents asked for 90 days. District 1 Council Member Michael Diaz landed on a deferral to October 13 instead, and wants parking and a community room written into the agreement before it comes back.

Same night, council approved a shared 911 dispatch agreement with Dunwoody, and Brookhaven PD picked up its state certification for the tenth year running.

The DeKalb County Board of Education named interim superintendent Dr. Norman Sauce the sole finalist for the permanent job. The board's vote was 4-3, and the no votes said their issue was skipping a wider search, not Sauce himself. A final vote is expected October 5. Sauce has run the district since November, after former superintendent Devon Horton resigned following a 17-count federal indictment tied to his old district in Illinois.

Sauce is a former Chamblee High School principal who moved up through area superintendent and chief of student services roles before taking the interim job. He inherits the Student Assignment Project we covered last week, the redistricting effort aimed at overcrowding in the Dunwoody, Chamblee and Cross Keys clusters.

For Dunwoody, Chamblee and Brookhaven families, it would mean a permanent superintendent for the first time since Horton left last fall.

Jamestown, the Atlanta firm behind Ponce City Market, closed a $72 million refinancing from KKR on Parkside Shops and Hammond Exchange, the two centers on Roswell Road between Cliftwood and Hammond in Sandy Springs. Together that's about 330,000 square feet on 25 acres, anchored by Whole Foods. Jamestown bought both in 2018 for $93.85 million.

The announcement says the package includes money for improvements and that the site is "positioned for future mixed-use redevelopment." Jamestown pitched a partial Parkside remake back in 2021, with apartments, condos and a big green space. This announcement comes with no new filing and no timeline, so read it as a hint, not a project. But when a firm like Jamestown starts talking that way about 25 acres in the middle of Sandy Springs, it's worth watching the zoning agenda.

Arts DeKalb's 12+1 Initiative delivered life-size fiberglass cows to all 12 DeKalb cities this month. Local artists are painting them now, and the finished herd gets installed in prominent spots between October 26 and November 6. It's a nod to DeKalb's old days as Georgia's dairy capital.

Dunwoody's cow is named Kirby, after the Kirby family dairy that used to sit on Chamblee Dunwoody Road, and it's parked at the Donaldson-Bannister House while the artist works. The winning design earns $5,000.

His name is Goldfish, and the volunteers describe him as equal parts fun and chill, which is about the best review a dog can get. He's a medium-sized adult terrier mix, blond with white, neutered. He plays hard for a bit, then goes and lies down.

The play part: tug-of-war with a sturdy rope, tennis balls, frisbees, anything that flies. When he's bored he gives one little bark to ask for a session, and the listing says about 10 minutes usually does it. Then he finds a spot near you and naps.

He's terrific in the car, quiet and content to watch out the window, which is not nothing if you're the family that drives up to the mountains every fall. On leash he's a little hesitant for the first block and then settles into an easy walk. He'll sit near you or go to the door and bark when he needs out. Ask the counselor how house-training is going. He has a lot of dog friends at the shelter and tested well with other dogs. PAWS says older kids or adults are the best fit, since he can get mouthy and jumpy with little ones. Cats are unknown, so ask.

PAWS Atlanta adult dogs are $250, and that covers neuter, vaccines and microchip. Seniors 65 and up, military and first responders get 15 percent off. Through September 30, PAWS's Empty the Shelters event drops the fee to $70 for any dog over 40 pounds, so ask if Goldfish qualifies. Fill out the online adoption application first, then walk in any day between 10 and 5 to meet him. PAWS can't hold pets, so don't wait on this one.

Blue Stone gets the headline this weekend, but if you want something you can do in an hour without a parking plan, drive to the Spruill Education Center Saturday. Once a year Spruill hands the building over to its own students and instructors, and about 50 of them set up booths to sell what they made in class. Glass, ceramics, jewelry, mostly. The person behind the table is the person who made it, and half of them live in your zip code.

Here's why it's better than a regular art fair. The prices are set by people who took a Tuesday night pottery class, not by a gallery, so you can walk out with a real handmade mug or a pair of earrings for less than a festival lunch. And if you've been curious about taking a class yourself, this is the one day you can see what the wheel-throwing or glass fusing classes actually produce, and ask the teacher about it in person.

It caps off Spruill's Student & Instructor Appreciation Week. The Material Poesy show opens at the Gallery on Ashford Dunwoody Friday night, 6 to 9, and Sunday there's free coffee and cookies at the Gallery from noon to 4 if you want to see the show without the crowd. Free parking at the Education Center, and it's two miles from the DHA farmers market at Brook Run, so do both and be home by lunch.

Every October the calls start after the first big rain: water came up through the basement floor drain, or backed up out of a shower, and the homeowner assumes it's covered because it's water damage. Here's the part that surprises people. A standard homeowners policy covers a pipe that bursts inside the house, but water that backs up through a sewer or drain, or overflows a sump pump, is usually excluded unless you added a water backup endorsement. That endorsement typically costs less than a nice dinner out per year and adds $5,000 to $25,000 or more in coverage for exactly this.
